Postal Service proposes rule change on electronic subscriptions

  • New York—The U.S. Postal Service has proposed a rule change that would allow publishers to report digital copies as paid and requested circulation. This change would allow publishers to count digital editions as part of the 50% of a publication's total circulations that must be from customers who have paid for or requested the publication.

    In a note to American Business Media members, Jack Widener, ABM's postal counsel, said the organization supports the proposed rule change, which is slated to go into effect Sept. 30. Widener said the Postal Service has asked for comments on the rule change by March 5.
